Jeffrey Webb Crockett, Esq.
Jeff Crockett is an Arizona native with roots that run several generations deep. He has a diversified law practice built around the areas of public utilities regulation, renewable energy, water rights, development services, zoning and land use. He regularly represents electric, water, sewer, and telephone utilities before the Arizona Corporation Commission (ACC) in a wide variety of matters including rate cases, financing approvals, certificates of convenience and necessity, utility asset sales and transfers, stock sales, mergers and acquisitions, resources planning and procurement, public utility holding company organizations and reorganizations, affiliated interests reporting and compliance, tariff preparation, annual report filing and compliance, main extension agreements, complaint proceedings, interconnection agreements, and rulemaking proceedings. He also represents clients seeking to intervene in proceedings before the ACC.
Mr. Crockett also represents utilities in litigation arising out of the decisions of the ACC. Additionally, he represents utilities in matters before the Arizona Department of Water Resources, the Arizona Department of Environmental Quality, and the Arizona State Land Department. He also assists utilities in obtaining federal, state, county and city rights-of-way, permits, licenses and franchises.
Mr. Crockett represents one of Arizona's electric utilities and other clients in matters pertaining to the development and use of renewable energy in Arizona. He advises clients regarding Arizona's Renewable Energy Standard and Tariff (REST) and he assists clients in a range of energy-related matters including the negotiation of power purchase agreements and offtake agreements, resource planning and procurement, net metering, energy efficiency, power plant and electric transmission line siting, production tax credits, project due diligence, water supply and asset sales and transfers.
In addition to his public utilities and renewable energy practice, Mr. Crockett advises clients regarding the many water-related issues that arise in connection with the development and use of land inside and outside of Arizona's active management areas. He represents developers, golf courses, dairies, businesses, public utilities, lenders and other clients in a wide variety of matters including acquisition and development of water supplies, evaluation of water rights, transfer of water rights, compliance with Arizona's assured and adequate water supply program, conservation and best management practices, groundwater rights, Type 2 water rights, well permitting and construction, well sharing agreements, Central Arizona Project allocations and subcontracts, enrollment in the Central Arizona Groundwater Replenishment District, effluent recharge and recovery, water rights adjudications and litigation, annual reports, and water rights audits.
Mr. Crockett also represents developers, home builders, contractors and private landowners in the planning, coordination and construction of water, sewer, gas, electric, cable and telephone infrastructure to serve master-planned residential and commercial developments. He assists with master utility infrastructure agreements, main extension agreements, preferred provider agreements, electric transmission line siting, and public private partnerships. He can also help developers and private landowners successfully navigate the zoning and entitlement process.
